Recently, Guangzhou Electric Power Trading Center organized the preparation of the 2019 Southern Regional Cross regional and Cross provincial Market Trading Plan (hereinafter referred to as the Plan). According to the plan, this year the southern region will further expand the scale of cross provincial market-oriented electricity consumption, enrich trading varieties, and increase trading frequency.
The formulation of the Plan aims to further implement the strategy of transmitting electricity from west to east, promote the consumption of surplus hydropower in western provinces and regions to the greatest extent, and ensure the power supply in the five provinces and regions.
In the face of the accelerated pace of electricity marketization reform and the complex and ever-changing situation of electricity supply and demand, in recent years, Guangzhou Power Trading Center has fully played the role of a platform and created a new mechanism of "agreement+market". To further leverage the role of "agreement+market", the Plan clarifies 12 key tasks from four aspects.
In terms of the agreement, the Plan proposes to ensure the rigid implementation of the West East Power Transmission Agreement plan. The responsibility for implementing the West East Power Transmission Agreement should be broken down to specific power plants in the west. If market entities need to adjust their annual and monthly agreement plans, relevant units should initiate the adjustment process in a timely manner, and make adjustments after consultation and agreement with the receiving party.
In terms of the market, the Plan proposes to continuously expand the scale of cross provincial market transactions, actively promote the construction of the electricity spot market, and strengthen forward-looking research on market mechanisms.
How to expand the scale of cross provincial market transactions? The plan proposes to implement relevant national documents, open up more power generation enterprises, power sales companies, and large users to enter the inter provincial electricity market, and build a multi party and fully competitive cross regional and inter provincial electricity market. The second is to further enrich the variety of cross provincial and regional transactions, improve trading mechanisms, and increase trading frequency. For example, promoting point-to-point direct transactions between Yunnan power plants and Guangdong power sales companies and large users; Optimize various monthly and temporary trading varieties, shorten trading frequency and process, and explore organizing trading on a daily or weekly basis; Improve the Yungui water and fire exchange trading mechanism, and explore the use of "point-to-point" and other models for exchange trading during the flood season; Support the construction of revolutionary old areas and organize cloud power trading in Guizhou during the flood season; Standardize the mutual aid trading methods between Guangdong and Guangxi, and flexibly organize mutual aid trading between Guangdong and Guangxi; Research and develop mechanisms for purchasing Western power in Hainan and promoting mutual aid between Hainan and Guangdong.
In August 2018, the Southern (starting from Guangdong) electricity spot market took the lead in trial operation nationwide. In order to adapt to the changes brought about by the electricity spot market in a timely manner, the Plan proposes that in 2019, the focus will be on decomposing the curve of the West East Power Transmission Trading Plan, improving the inter provincial transaction settlement mechanism, transforming the Guangzhou electricity trading platform, and transforming the inter provincial measurement system.
